Vážený pane předsedo,
v dějinách bouřlivého a neklidného vývoje XX. století zvláštní místo zaujímá hladomor na Ukrajině v letech 1932-33, který nebyl nahodilým jevem přírodního či sociálního charakteru, nýbrž výsledkem cíleného vyhubení ukrajinského obyvatelstva hladem, tj. genocidy, vyvolané tehdejším totalitním režimem.
Masová fyzická likvidace nejen ukrajinských rolníků, ale i ostatních vrstev obyvatelstva Ukrajiny uměle vyvolaným hladomorem byla vědomě realizovaným teroristickým aktem stalinského politického systému proti mírumilovnému obyvatelstvu, proti Ukrajincům jako národu a zejména proti rolníkům jako třídě.
V důsledku toho byla zlikvidována nejen početná vrstva relativně zámožných a na státu nezávislých zemědělských podnikatelů, ale i celá pokolení venkovského obyvatelstva. Zásadním způsobem byly narušeny sociální základy národa, jeho tradice, duchovní a kulturní svébytnost.
Hlavním cílem organizace umělého hladomoru bylo podstatné zeslabení sociální základny odporu Ukrajinců proti komunistickému režimu a zabezpečení totalitní státní kontroly činnosti všech vrstev obyvatelstva. Analýza zhruba 30 usnesení ÚV VKS(b), Rady lidových komisařů Ukrajiny a SSSR a ÚV KS(b) Ukrajiny zveřejněných v letech 1929–33 svědčí o záměrném vytvoření nesnesitelných životních podmínek pro venkovské obyvatelstvo (bylo tvořeno ze 2/3 etnickými Ukrajinci), které se staly příčinou jejich zcela zjevné fyzické likvidace.
Hladomor v letech 1932-33 byla cílená zločinecká akce. Z různých dokumentárních zdrojů vyplývá, že veškeré - a v podstatě relativně dostatečné množství obilí pro ukrajinskou potřebu bylo z Ukrajiny vyvezeno. Mezi dokumenty ÚV KSU(b) se zachovalo svědectví o tom, že na podzim roku 1932 byly odesílány tzv. „zelené vlakové soupravy“ pro oslavu výročí říjnové revoluce.
Z Ukrajiny se vyvážela nejen osiva, ale dokonce i zakysané okurky, zelí, rajčata, čímž bylo obyvatelstvo odsouzeno k téměř jisté smrti hladem. Nařízením vlády byl vydán zákaz jakékoliv obchodní činnosti na venkově, bylo pozastaveno zásobování venkovského obyvatelstva potravinami, zákaz použití obilí pro pracovní odměny v okresech neplnících plány dodávek do státních fondů byl přísně kontrolován a jeho nedodržení trestáno desetiletým uvězněním nebo zastřelením, byl zaváděn systém pokut v naturáliích, resp. zbožových represí.
Podíl ukrajinského obilí na celosvazovém objemu dodávek obilí do státních fondů činil téměř 35 % a v jednotlivých regionech byl vyšší než plánované celkové úkoly pro Severní Kavkaz, Centrální černozemní region, Kazachstán a Moskevskou oblast.
Důsledky hladomoru
Při hodnocení důsledků hladomoru se odborníci opírají o data z let 1932-1933, tj. o údaje z období od dubna 1932 do listopadu 1933. Právě v průběhu těchto 17 měsíců, tj. cca 500 dnů, zahynuly na Ukrajině miliony lidí. Vrchol hladomoru byl zaznamenán na jaře roku 1933, kdy na Ukrajině umíralo denně téměř 25 tisíc lidí. Nejhůře byly postiženy (52,8 % veškerých ztrát na životech) tehdejší Charkovská a Kyjevská oblast (současné Poltavská, Sumská, Charkovská, Čerkaská, Kyjevská a Žitomirská oblasti).
Úmrtnost obyvatelstva zde převyšovala průměrnou úroveň úmrtnosti 8 až 9krát. Ve Vinické, Oděské a Dněpropetrovské oblasti byla 5 až 6násobně a na Donbase 3 až 4násobně vyšší. Hladem byla postižena prakticky celá centrální, jižní, severní a východní Ukrajina. V obdobném rozsahu byly hladem zasaženy regiony Kubáně, Severního Kavkazu a Povolží s převážně ukrajinským obyvatelstvem. Historikové odhadují počet obětí hladomoru na 5 až 10 mil.
Lze tedy jednoznačně konstatovat, že jde o miliony nevinných obětí. A se zahrnutím nepřímých obětí (plná fyzická vyčerpanost, mor, různé otravy, kanibalismus, represe, sebevraždy) si hladomor vyžádal životy zhruba 14 milionů lidí. Měřítkem rozsáhlé tragédie jsou nejen uvedená otřesná čísla, ale i lidská schopnost účasti a pochopení cizího neštěstí. Tragika této národní katastrofy vyvolává hluboký vnitřní otřes u každého civilizovaného člověka. Ani nejmodernější statistické metody nemohou postihnout hloubku a rozsah hospodářských, sociálních, politických a morálně psychologických důsledků hladomoru a neskonalou krutost vládnoucích struktur.
Hluboké jizvy, které hladomor trvající téměř dva roky zanechal, jsou jen prohloubením nezhojitelných ran z předešlých a následných tragických událostí v historii ukrajinského národa ve XX. století (občanská válka a hlad v letech 1921-1923, represe v letech 1937–38, druhá světová válka v letech 1941–45, německá okupace a holocaust, hlad v letech 1946–47). Avšak z celkového pohledu těchto strašlivých událostí jsou důsledky hladomoru z lidského hlediska nesrovnatelné.
Svým protiukrajinským zaměřením a rozsáhlostí se hladomor na Ukrajině v letech 1932–33 projevil jako nejstrašnější zbraň masové likvidace a sociálního porobení venkovského obyvatelstva.
Pojem „genocida“ byl začleněn do mezinárodního práva 11. prosince 1946 usnesením č. 96 (I) Valného shromáždění OSN v následujícím znění: „V souladu s ustanoveními mezinárodního práva je genocida zločinem, který odsuzuje civilizovaný svět a za jeho spáchání musí být vykonavatelé potrestáni“.
Dne 9.prosince 1948 VS OSN jednohlasně schválilo „Konvenci o včasném odvrácení nebezpečí zločinu genocidy a jeho potrestání“, která vstoupila v platnost 12. ledna 1951. Od tohoto data se tato Konvence stala nástrojem k odvrácení nebezpečí vzniku genocidy, jehož účinnost výrazně stoupla po ukončení „studené války“. Legislativní předpisy obsažené v tomto dokumentu byly používány zpravidla pouze v případě holocaustu spáchaného za druhé světové války, na jehož základě vlastně Konvence i vznikla.
Komise Kongresu USA vedená kongresmanem J. Miesem, která byla vytvořena v roce 1986 prakticky díky úsilí ukrajinské národnostní menšiny v USA označila hladomor na Ukrajině v letech 1932–33 za genocidu. Na podnět Světového kongresu svobodných Ukrajinců byla vytvořena Mezinárodní komise pro šetření rozsahu hladu na Ukrajině v letech 1932–33 vedená profesorem Švédského ústavu občanského a mezinárodního práva. J. Sundbergem. V listopadu 1989 tato komise zveřejnila své závěry - hladomor na Ukrajině byl kvalifikován jako genocida.
V září roku 2003 požádal prezident Ukrajiny účastníky 58. zasedání Valného shromáždění OSN o podporu iniciativy Ukrajiny za označení hladomoru na Ukrajině jako aktu genocidy. Avšak příslušný návrh rezoluce předložený Ukrajinou nebyl přijat. Přesto ve Společném prohlášení delegací členských zemí OSN vydaném jako oficiální dokument RB OSN k 70. výročí hladomoru na Ukrajině v letech 1932-33 byl poprvé od založení OSN hladomor označen za tragedii ukrajinského národa, byla vyjádřena hluboká účast a vyslovena výzva všem členským státům OSN, jejím mezinárodním organizacím a fondům k uctění památky obětí tohoto tragického historického období.

Tuto výzvu podpořily rovněž Austrálie, Izrael, Srbsko a Černá Hora, jakož i 25 tehdejších členských států EU.

Obdobné dokumenty byly schváleny parlamenty Itálie (2004), Litvy (2005), Gruzie (2005) a Polska (2006).
Poslanecká sněmovna Parlamentu České republiky se již touto otázkou zabývala v roce 2005 a byl dokonce předložen návrh k odsouzení hladomoru na Ukrajině. Odpovídající usnesení však nebylo přijato.
